Please enable JavaScript to view the comments powered by Disqus. For what it's worth, the same thing happens for me, also after upgrading from PC Suite 6.82 to 6.83, on a German Windows XP SP2, with a Nokia 3250.
The first time that I connected my 3250, it was recognized fine, with all the usual 'USB Modem' components, then after connecting it for the second time the 'Nokia Windows Portable Device Driver' installation gets reported over and over again.
Edit:
I got out this loop by doing the following:
1. Go to the Device Manager of Windows (Control Panel->System->Hardware)

2. Open the 'Portable Devices' branch - this lists all the phones that I connected at least once since upgrading PC Suite, but all crossed out with a red 'X' (Deactivated)

3. Select 'Activate' for each of the devices - this also breaks the loop for a device that keeps installing its driver (making it temporarily show a yellow error state icon), and causes all phones, even the disconnected ones, to show in 'My Computer'.
4. Connect, then disconnect each of the phones in turn - this brings them back to 'Deactivated' state (so they no longer appear in 'My Computer' when not conencted)

I suspect that this needs repeating each time you connect a new phone.
I did all this after reverting the 'DisableWPD' patch - edit the .reg file to include the line
'WPDEnabled'=dword:00000001
(strictly speaking I did this after going until step #3 for the 'looping' device, but I don't think it matters)
and double-click the .reg file again.
